1. Select 4 secondary metros (pop 80k-200k) with strong construction activity.
2. Pull 25 companies per city from licensing boards + Google Maps (filter by "website outdated" or missing sites).
3. Enrich each lead (contact, website status, AI opportunity) and log to data/outreach-log.json.
4. Draft pitch angle per lead (e.g., AI bid intake, on-site chatbot, redesign for portfolio display).
5. Queue email batches in Gmail API script → send + record status in ASH Control after each 20.
